The State Public Instruction Department reports 25 special education centers for handicapped children, once state operated, were turned over to local authorities this fall. Dr. Kathryn Dice notes 21 day care centers for mentally handicapped children were absorbed into local programs this year, while four itinerant speech and hearing services were assumed by county offices. Four centers will continue to operate in Harrisburg, Pittsburgh, State College, and Philadelphia. The move follows a 1953 opening during high demand for special training when local administrations were not ready.
