PUC Bills Move Toward House Vote in Harrisburg

Harrisburg AP The House plans action next Monday on two PUC reform bills passed by the Senate. One abolishes retroactive rate increases and multistage filings, the other raises PUC commissioners salaries and requires fulltime service under ethics rules. Officials say reforms give the PUC tools for public interest oversight amid looming elections.

Shapp Aide Paid 71940 A Year In State Contract

Edward M. King Jr., head of Gov. Shapp’s efficiency drive, earns up to 71940 under a 18 month consulting contract. His pay includes 37960 salary and over 9000 in expenses for housing, furniture, travel, and meals. King keeps in touch with departments to implement economy measures that could save hundreds of millions, while balancing his GE earnings. He lives in Cherry Hill and at Williamsburg Estates, raising questions about agency income rules.

Tax Payment Veto Stands

The House failed to override Governor Shapp s veto of a bill allowing corporations to pay state income taxes quarterly instead of in advance. The 131 56 vote fell short of a two thirds majority, with Shapp contending the plan would create a 70 million hole in the 1976 77 budget. Currently 90 percent of estimated income tax is due by April 30, quarterly payments would have phased in over four years.
