Moriarty urges Corry to combine trash sites into a single operation citing Union City and Lake’s landfills as models. He envisions waste compacting under soil to curb rodents, with nondecomposing items like tires and stumps dumped separately. He notes Avenue A dump is an eyesore and advocates education or action under Public Nuisance Law, though prefers settlement.
