United States Ranger 5 lunar rocket failed to reach power and correct course after launch from Cape Canaveral. Eight hours forty four minutes after launch the 755 pound camera craft ran out of power, missing the moon by about 300 miles. Officials cited possible solar cell damage from recent high altitude nuclear blasts over the Pacific and noted the craft could not operate its television camera or land a quake detector.
A Czech diplomat, Karel Zizka, killed his wife Vera, 40, with a bullet to the head in their Madison Avenue apartment, then died in Pennsylvania after a high speed chase. He abandoned a note indicating self-inflicted death and fled by car, later crashing near Easton, as police engaged in a dramatic pursuit.
Philadelphia AP reports Richardson Dilworth, Democratic candidate for governor, challenged his Republican opponent William W. Scranton to a televised debate Saturday night. Scranton cites a prior engagement and will not attend as Dilworth sets his own rules. General Lars Norstad, the retiring supreme Allied Commander Europe, arrived in Bonn today for a farewell visit marking the end of his long tenure with NATO forces in Europe.
In Titusville a heated closed council session over garbage collection ended with Councilman William J. Milliken being ejected. Police Chief Ralph Whiting said Milliken used abusive language during the dispute with City Engineer John Auferoth Jr. Milliken, the lone Democrat, oversees garbage collection while other council members favor privatization under contract.
About 200 scouts from 15 troops are expected to attend the LeBoeuf District fall encampment opening tonight at the Corry Jamestown Management Club grounds. Corry’s Explorer Post will run the camp with Richard Farrer heading the group and Perry Bennett directing activities. Civil Defense will run a first aid station. Protestant services will be at the campsite, Catholic services at St Thomas Church. U S Senator Hugh Scott of Pennsylvania harshly attacked the Kennedy administration in Erie denouncing indecision and irresolution. He condemned foreign aid to Soviet bloc nations and warned a Republican Congress would halt such funding. A Buffalo man, Louis Lipman, 59, was crushed when a car struck his parked truck on Interstate 90 near West Springfield. Russell Pruett, 19, of Muncie Indiana, faced involuntary manslaughter charges as Lipman’s body was dragged about 175 feet. Lipman survived by his wife Elizabeth and brother Jack. Pruett, a Navy Fireman, was held on $2,000 bond. Police noted Lipman’s attacker fled the scene in a separate vehicle. The incident occurred amid traffic in the era’s heavy travel corridors.
President Kennedy resumes campaign schedule with a noon Cleveland speech and visits to Lincoln's tomb in Springfield and a speech at the state fair before an evening banquet in Chicago. The tour aims to boost Democratic prospects in the House and Senate race as Dirksen faces Kennedy scrutiny.

Washington AP Top level talks between Kennedy and Gromyko produced no progress toward easing the Berlin crisis. After a White House session lasting minutes both sides held a later four hour session at the State Department with no new proposals or shifts in positions. Gromyko said discussions covered several matters including Berlin and hinted Khrushchev may visit the United States or New York next month.
State police investigated two nearly identical accidents yesterday with different drivers. Wave A Phillips, 18, of R D Jim Wattsburg, lost control on Route 8 after overtaking a truck, rolling into a ditch. Richard T Malek, 18, of R D 1 Columbus, sped on Route 6 three miles west of Corry, slid across the highway and flipped over after braking. Each car sustained about $400 in damage. James II Sates Sr., 82, former U S Navy ship designer and ex director of the U S Marine Commission technical division, died yesterday.
Mead Park officials report increasing vandalism as local youths injure ducks by throwing stones. Two ducks were killed yesterday and another injured, with the pond drained for repairs. Police and park officials vow severe consequences for park vandalism and urge parents to supervise children.
Rodney Langnas and Staven Silverman left Philadelphia City Hall after a lie detector test. Police say both boys admitted involvement in a string of burglaries totaling about $90,000, tied to the Wynnefield area and the death of Mrs. Claire Kramer.
Police investigate a reported mistreatment claim by a six year old boy against a four year old neighbor girl. An elderly Union City motorist escaped injury but was shaken after his car struck a large roller being towed along Route 5 south of Union City around 7 00 AM. Martin Smith, 70, northbound, tried to pass a farm tractor and the roller. his car hit the roller, pushing it across the highway. The tractor driver, Ola Mihaher, 46, of Griton City, was not injured. The roller detached from the tractor and both vehicles were damaged. the auto was a total loss valued at $2. Mihaher was taken to Mesa City Memorial Hospital for examination.
