In Moscow Khrushchev disclosed that the Soviet Union plans to explode a nuclear device up to 100 million tons of TNT within two weeks, a new advance notice for a test. He said the bomb may be used only if necessary, arguing Western tensions drive renewed testing as he pressed for a German peace treaty and German unification. The premier linked the warning to broader UN and Cold War demands, including rights for China and a nonmilitarized Berlin.

Meanwhile Speaker Sam Rayburn remains in Baylor Hospital in Dallas in guarded but stable condition after cancer diagnosis.
