Expert urges easing sterilization rules to protect the poor
Washington AP expert Dr. Louis Hellman says HEW should soften proposed sterilization regulations to avoid denying options to poorer people. HEW may lower the consent age to 18 or let states apply own limits, with waivers and project rules, while spot checks ensure protection. The policy aims to balance patient protection with access to sterilization options.

Pa Speaker Offered Fees For Influence In Harrisburg
In Harrisburg, House Speaker Kenneth Lee says he has been offered retainers or legal fees at least 20 times by people seeking influence with state government. Leaders Butera and Fineman report similar experiences, while others deny such approaches. A pending ethics bill would bar lawyers in leadership from state related work and require annual income disclosures.
