Changes in road work rules in Pennsylvania

Harrisburg Oct 3 Warve Van Dyke secretary of highways today announced changes in federal restrictions enabling Pennsylvania to build higher type roads under the eight million eight hundred forty seven thousand seven hundred seventy seven dollar road program allocation. The old plan fixed seven thousand eight hundred seventy seven men for a year and limited per man expenditure to fourteen hundred dollars, disallowing heavy work. The revised plan allows seven thousand seven hundred seventy seven men but credits two classes of labor on federal art and state projects against it, reducing required man-years and boosting pro rated expenditures. The result is more money for materials and longer lasting improvements though some project delays may occur while changes are made. State procurement will seek labor from the National Employment Service and districts are instructed to inform the service of all eligible workers. A bulletin describing the changes was issued yesterday and the department aims to speed up implementation.
