IndianPrimeMinister Nehru rejected Communist China's troop withdrawal proposals along the Tibetan border calling Chou Enlai's plan impractical. He told anxious MPs that an immediate meeting with Premier Chou Enlai was unlikely to resolve the disputes.
United Nations chief Dag Hammarskjold plans to leave Laos with ex Finnish premier Sakari Tuomioja to study Laos economy and aid needs. Tuomioja will remain up to four weeks as personal representative to help restrain Communist rebels amid Soviet protest concerns. The Laotian government hopes his presence will temper rebel activity while Hammarskjold visits Indochina.
