Commissioner Lamberton projected a 150000 to 200000 surplus aided by 700000 state funds and no tax increase for 1972, while Controller Gehrlein warned of a 216000 shortfall due to overestimated real estate and personal property tax revenues and missing state aid. The discrepancy sparks plans to juggle funds between the general fund and the Institutional District as year end totals remain unsettled.
