Shapp Faces New Battle Over Obscenity Bill Clash in Harrisburg
Gov. Shapp moves toward a new confrontation with the legislature as the Senate passes a tougher obscenity bill. It would outlaw obscene books, magazines, and movies and allows district attorneys to seek injunctions to confiscate such materials without hearings, with hearings within three days. Shapp previously vetoed a similar measure as unconstitutional. The debate centers on prior restraint and the balance between community standards and individual rights, with lawmakers warning about job impacts and freedom of access.
