Hershey says White House knew of draft deferment order

Draft chief Lewis B. Hershey testified that the White House likely knew in advance of his order revoking deferments for college students who fail to carry draft cards or interfere with campus recruiting. He said the Oct. 26 directive, aimed at violations under the new law, would not apply to peaceful protests but to those who break the law, with penalties up to five years in prison and $10,000 fines. Hershey noted he reports directly to President Johnson and that deferments for noncompliance could be reclassified to active status and placed at the top of the draft call list.
