Voters weigh four constitutional questions in Pennsylvania
In Harrisburg AP report voters face four statewide constitutional questions. The most debated asks whether to convene a constitutional convention to draft a new constitution subject to public ratification. Other items would allow up to 70 million in direct obligation bonds for conservation and parks, create state backed scholarships with private lenders, and provide interim government in case of attack by an enemy. Backers label the convention needed to modernize the 90 year old basic law and reduce evasions that blunt programs for business, education, and reform.
