Thieu Signals New Offensive Prep in North Viet Nam
South Vietnamese President Nguyen Van Thieu told reporters during a visit to a military cemetery that Hanoi and the Viet Cong are making serious preparations for a new offensive and that Saigon may strike first if needed. He warned U.S. air support could be sought if South Vietnam cannot repel another large North Vietnamese attack. Thieu dismissed any peace progress since the Paris cease fire and urged readiness amid claims of continued communist military aid into the south. Retired Gen. Duong Van Minh urged rival South Vietnamese factions to form a progressive democratic regime independent of world blocs, saying both sides control power and must accept a new social order acceptable to all.
