Philadelphia governor Shapp steered a 20000 state legal fee to the former law firm of Israel Packer, his special counsel and political associate. The firm For Rothschild Frankel was designated counsel for a 100 million bond issue to fund PennDOT projects. Packel joined as counsel to Shapp on January 15 with a 25000 per year post. his nephew Arthur Packer is a firm member.
A blaze at the Empire Steel and Wire Corp facility on Buffalo Road last night prompted an arson probe as investigators consider foul play.
