Western plan offers partial test ban at Geneva talks
At Geneva the United States and Britain presented a counterproposal to the Soviet Union for a ban on most nuclear test explosions and a short moratorium on testing. President Eisenhower and Prime Minister Macmillan proposed a detailed international control system before a treaty, with a temporary moratorium on underground tests that cannot yet be detected. The Soviet response appeared cautious, calling for immediate agreement on a loan and later controls, while Tass noted the USSR had never conducted an underground test. The three nations would also pursue scientific methods to detect bans during the moratorium.
