Jamestown Centered 200 Mile Radius for New Prison

The Department of Justice identifies Jamestown as the symbolic center for a proposed penitentiary circle with a 200 mile radius. Cities between 5,000 and 100,000 population are candidates, with 70,000 preferred. Officials note proximity to towns invites crime and drug issues, and land offers are pouring in though few plots fit. A facility housing about a thousand inmates would require around 1,000 acres, with a $1 million annual operating cost and a payroll near $250,000, employing 160 workers plus guards.
