Indianapolis March 21 Rep Joseph W Martin Republican of Massachusetts said on arrival for a two day GOP leaders conference that he would resign as GOP Ist Lane chairman Monday. He added it would then be up to the dominites to act. Martin, with Franklin Waltman publicity director for the national committee, arrived by train from Washington for the parley expected to bring together chairmen and leaders from 39 states, mostly western.
