Dems Offer New Compromise in Assembly War

In Harrisburg Democratic leaders propose a tax cut totaling 7 million for personal property and bank taxes if the administration funds state support for 12 county mental institutions. David Lawrence, national committee member, says the plan would let lawmakers go home for the summer and reflects a give and take approach. Governor James opposes state control of mental hospitals and argues the plan would add financial strain beyond the 542,000,000 budget for the current biennium, with Democrats estimating 6,000,000 while James claims 13,000,000.
