Twin Cities tap tax sharing to ease urban suburb split
The Twin Cities and suburbs adopt a regional tax sharing plan dubbed the Robin Hood strategy to pool 40 percent of increased business property taxes for a seven-county area. Minneapolis and St. Paul gain while some communities lose, as growth shifts outward.
