Costs Rise Hurt Fixed Incomes In 1960s Election Year
Congress debates relief for widows and survivors reliant on annuities and bond income. A Social Security increase failed in May by a vote of 190 to 140 on rules suspending, but a measure to raise benefits for about 4.5 million people is expected again before adjournment. Veterans pensions, Civil Service retirement, and railroad retirement boosts are under consideration, with broader calls for merging pensions and Social Security long term. About 12 million Americans 65 and older were not self supporting in 1961, with 20 percent living on investments or pensions and 53 percent dependent on public aid or charity.

Cohen notes 890,000 people in 1950 received insurance company annuities over 16 years as a technical advisor on Social Security. The average monthly payment was about 40 dollars. About four million are now on monthly payments under public or private pension plans, with roughly three million under Social Security. Only about one quarter of those age 65 or older receive assistance under the old federal old-age insurance system.
