Tokyo Foreign Minister Vice Admiral Teijiro Toyoda publicly apologized to U.S. Ambassador Joseph C. Grew for damage from the bombing of a U.S. gunboat Tu- and expressed regret. The July 3 statement marked a formal prompt action in the incident.
Washington July 31 Japanese apologies for the USS Tutuila bombing were received with satisfaction but no immediate closure. Ambassador Grew and Vice Foreign Minister Yamamoto discussed assurances that Japanese armed forces would limit damage to American property and that information would be shared promptly.
Seven people were injured, one seriously, when a car struck a culvert four miles south of Kearsarge on Route 19 Wednesday night. Injured were Mrs. Guy Amex, 28, of 150 Weak 19th Street. Guy Amex Jr. and others with chest injuries, possible fractures. Helen Taylor, 25, of 182 West 19th, with hand lacerations and possible shoulder fracture. Hetty Nubfer, 10, Route Drive, with possible internal injuries and hand cuts.
Washington July 4 congressional leaders planned rapid action on President Roosevelt’s price fixing request. Senate and House bills would be introduced today with Senate Leader Barkley signaling changes but staying tight on details. Opposition from farm-minded lawmakers, led by Senator Bankhead, threatens limits on commodity price controls and wage restraints as part of the anti inflation program.
The Roosevelt envoy Harry L Hopkins met Joseph Stalin in Moscow to discuss American military aid for the Soviet Union. Hopkins indicated the talks covered supply types and quantities, while Stalin conveyed appreciation for U.S. aid and pledged support against Hitler. Further meetings were expected.

Erie Pennsylvania July 31 The Erie Concrete and Steel Supply Company announced a request for a Navy contract to build three ships at a cost of 0.059,054. The boats would be 192 feet long 32 feet beam and 250 tons with 300 horsepower motors. About 150 men would be employed.
L. O. Boquin Company of Oil City won the contract to build two gymnasiums for Spartansburg vocational school with a base price of 20 265 dollars. Other bids came from Meadville and Sheffield firms, highest 23 505 dollars. The joint boards also sold 20 000 dollars in bonds to Edgar Baker of Oil City at two percent interest, approved by voters in a special election. Construction starts soon with expected rapid progress. Coach Carl Mallon, formerly with the 1940 Corry club, leads Spartansburg efforts for a modern gym and athletic program.
Ridgway Pa July 31 A missing inmate of Ridgway hospital three miles south of here told state motor police he spent five days and nights in the woodlands lying on blackberries and teaberries. Hungry with torn clothing he said he was heading home 30 miles east of here when captured. Casmiro Bartoletti 60 of Caledonia Elk county assisted the report saying the shelter from electrical storms and heat helped him survive.
British air forces reported raids from land to sea, hitting Kirkenes port in Norway and Petsamo in Finland. They claimed sinking a 1,460 ton German warship and damaging harbor works while suffering losses. Additional raids targeted Cagliari harbor, Aachen, Cologne, and Boulogne as part of a broad Mediterranean to Arctic air offensive.

Meadville Pennsylvania July 31 Associated Press reports Talon Plant will curtail side fasteners production by 25 percent starting August 10 due to high demand for metal alloys including copper. The firm employs about 4,500 at Meadville and 1,800 in Erie and will decide later whether the Erie plant continues. A 19 contractor strike closed two cafeterias, affecting about half the meal diners.
Pittsburgh July 31 Police seek vandals who cut and frayed ropes suspending Allegheny County bridge painters over the river. Foreman W. W. Garkin reported frayed and cut lines, some rope fragments, plus stolen paint and other gear from the crew.
Washington moves toward compulsory restriction of gasoline service stations. Secretary proposes closing 200000 stations from 7 p m to 7 a m seven days a week effective August 3. Applies to Maine to Florida and all eastern marketing areas east of the Appalachians including New York and Pennsylvania.
In San Francisco officials prepared for the 19,000 ton Japanese liner Tatsuta Maru to depart within days after a indecisive cruise along the California coast. The ship carried 242 passengers and held cargo valued at 2,500,000 including raw silk and tea, awaiting permission to unload before sailing back to Japan.
Avro Supply plans a two story brick concrete steel factory expansion on Twe Fifth Ave. The new unit adds basement space for electrical gear heat furnaces and storage. Rollers coal bunkers and other facilities completed on the east end. The shift aims to relieve crowded main plant as defense orders keep work high with about 1459 workers now and total employment nearing 1700 after full operation.
Pennsylvania relief seekers will soon be required to sign a statement testifying to their patriotism under a new law. Secretary Toward L. Russell announced the move, with county boards to add the standard to eligibility forms after approval by the state assistance board.
New York July 3 officials ruled the cargo passenger Venezuela, flown Gothenburg to Rio de Janeiro, lost with forty one aboard after two months investigation. The ship left Gothenburg April 11 with a safe conduct from Germany France and England, radioed May 2 and then vanished. Survivors from the Finnish freighter Carolina were later picked up near Faroe Island. aboard the Venezuela was nurse Nanny Sarin, 28, seeking marry Henry E Kolego of Silverton Colorado. The vessel remains the fastest and most modern yet. All salvage attempts failed.

The auditor general in Harrisburg approved the in state aid amid calls for balance settlement. The city anticipates additional funds including 2 000 from the state and a balance for transportation costs.
