Western Allies planned to ask the Soviet Union for a long recess beginning next Wednesday in the Big Four foreign ministers conference. They hoped a recess would suspend the Berlin threat, but no signs indicated Gromyko would agree or Khrushchev would modify Soviet demands.
In Coatesville area a getaway car overturned and a fugitive was recaptured near Modena Carl Stanley 21 of Oxford sustained facial cuts from the crash while hiding in bushes. State Highways Department announced public hearings for the southern half of the 116 mile Pittsburgh to Erie Freeway. In Tulsa Oklahoma two bank robbers held a farm boy hostage at pistol point for three hours near Broken Arrow. No bullets were fired as the suspects Sylvester Hutchinson and Thomas J Starr surrendered after pleas from relatives. The bank robbery occurred in Coweta and the car was stopped at a roadblock near Tulsa.
Hawaii turnout delivers a Republican governor lieutenant governor and a U S senator, with a majority of state senators. Senate leaders note mixed gains for Democrats as John A Burns loses to William Quinn while Oren Long and Daniel Inouye win federal seats. Fong also elected to the Senate, term lengths to be set by drawing.
Vice President Richard M. Nixon spent nearly 11 hours touring heavy industry in Siberia, visiting the Novosibirsk steel mill and a copper mine near Sverdlovsk amid hecklers. He urged opening Siberia to foreign visitors and ideas, and pressed for broadcast access, while noting U S bases in the Soviet Union and questioning bans on nuclear tests.

Willis Owen a 33 year old unemployed steelworker from Creighton was pulled from the top of the Ninth Street Bridge over the Allegheny River after threatening to jump. A friend Deputy Constable William Campbell 38 and firemen rescued him as a crowd watched. Owen worked at Brackenridge Works of Allegheny Ludlum Steel Corp and had been laid off before the steel strike began July 18. He faced disorderly conduct charges.
Report states A bombs are stored at Homestead Air Force Base and jet bombers fly over south Florida on practice missions. Major Carl Harris of Homestead disaster control says air crews are active and aircraft carry the bombs during drills.
OSU TECPIPUS reports postal receipts for six months ending June 26 reached $102,584.05, a 17 percent rise from the prior year’s $61,006.40. Officials credit the postage stamp rise from three to four cents for the increase.
Two men and a woman were arrested in Miami with 17 counterfeit bills. Another arrest occurred in Pittsburg as federal agents linked bills to a Chicago operation. Cronse and his wife Anna Belle and Robert Le Lee were released on bonds after being questioned. Additional suspects were said to have distributed fake notes to Daytona Beach Philadelphia and other cities.
The lover Miss Trevott and Dr Bernard Finch are charged with murder in the July 18 shooting of Barbara Finch. Trevott testified she helped in the case and admitted taking a so called murder kit from her car to the Finch home, implicating herself in the crime.
Harrisburg lawmakers consider a special tax to restore the depleted unemployment compensation fund. An advisory committee suggests a 0.7 percent payroll levy atop the current 2 7 percent, with $1 000 per worker exempted from earnings, and explores raising the payroll base to $3 000. The goal is to rebuild the fund to about 200 million dollars by end of 1962 despite divisions on broader boosts. A federal 12 million dollar loan may be used to bridge funds as the fund continues to fall.
Exploding chemicals shook Portland and Middletown in predawn flames as 13,000 gallon alcohol tank blew at a chemical depot. No deaths reported though the blaze damaged a warehouse handling 1000 drums. loss estimated at about half a million dollars.
Floyd Reed, a Mississippi River porter, drowned after saving two white boys. He left his widow and two daughters destitute as funds surpassed $3000 with 18 gifts. Reed, fishing, saw the boys clinging to a fogbound bank and heroically swam to rescue them before vanishing.
