AT&T announced a month long delay in domestic satellite telephone service due to an FCC order adding requirements. The system aims to handle 26,000 calls by 1978 with Comstar satellites. AT&T vice president Richard Nichols calls the rules an unnecessary economic waste, saying the delay costs exceed $100,000 daily borne by customers. Comstar II launched at Cape Canaveral, part of a $185 million system leased for $15.6 million yearly per satellite. A third satellite will join in 1978 and FCC provisions cover mainland Hawaii Alaska Puerto Rico and Virgin Islands rates and Wide Area Telecommunications.
