The letter lists liabilities totaling about 45.2 million and assets near 460.1 million, a gap from the surplus the governor cited as 18 million and a forecast of 25 million if revenue holds. The governor at a press conference said as of May 1 the surplus was 18 million and casts potential use toward the state’s indebtedness, while Martin urged the legislature to apply the surplus to the general authority debt.
