Johnstown Flood Disaster Damages $100 Million

In Johnstown Pennsylvania cleanup crews battled three feet of mud for bodies after devastating floods. Officials reported at least 38 dead with many missing as power failed and communications lagged. Charges Set In Erosion At 48 Apt Complex

Charges will be filed with District Justice Patsy Nichols against Prime Builders over erosion at a 48 apartment complex atop Spring Street Bil. The federal Department of Environmental Resources accuses Prime Builders of violating the clean stream law. The action will be in the municipality where the alleged charges occurred. Heat Wave Grips Nation as Floods and Fires Rally

A sweeping heat wave drifts from the Atlantic to the Rockies with cooling forecasts limited to the Great Plains. The West endures heavy rains in Pennsylvania while floods threaten in Johnstown and the Big Thompson Canyon. Evacuations prompted by rising rivers, and drought disasters are declared in Georgia and Alabama as fires burn in New Jersey.

Once in a Century Flood Hits Johnstown

AP reports Johnstown suffered a rainfall event described as once every hundred years by National Weather Service spokesman Teddy Koshar. The Conemaugh River rose over 22 feet, overwhelming a flood control system sized for 65 000 cubic feet per second. The Weather Service will dispatch a team to map rainfall and mitigate future damage while nearby western sections stayed adequate and Pittsburgh avoided a chain reaction flood.

Gas turn-ons not free after storm delays

After the storm many plumbers were restoring gas service at no charge while National Fuel Gas began charging seven dollars for a day call and twenty dollars at night. Warren Reiff said the PA Public Utility Commission ordered the end of free turn-ons, arguing the policy would unfairly shift costs to all customers. Some families faced delays until they could pay as water receded.

Judge Loses Job Over Bad Cup Of Coffee Wins $141000

A Brooklyn federal jury awarded 31-year-old Thomas Zarcone 80,000 in compensatory damages and 60,000 in punitive damages for civil rights violations after Suffolk County Judge William Perry was removed from the bench over a coffee incident. Deputy Sheriff James Windsor was assessed 1,000 in pale damages. Perry had been ousted 12 days earlier by the Appellate Division for giving false testimony.

Moderate Income New Housing OK'd

HUD has granted permission to a local developer to build 16 moderate income subsidized apartments on West Pleasant Street. First Construction Company will begin once HUD approves a start date, with four two-bedroom, ten three-bedroom, and two four-bedroom units across two sites. Construction may start next spring and occupy four to six months.
