Washington July 4 A drastic transit strike edged toward settlement as company and union officials reached agreement after 17 hours of talks. Cyrus B. Ching, federal conciliator director, announced the agreement subject to union ratification. No terms were revealed. Union officials said they would call a hall and arrange a union meeting soon. Little chance buses and streetcars could start before tomorrow morning at best.
