State Spending For Auto Safety Climbs But So Do Traffic Fatalities

Pennsylvania more than doubled its advertising public relations outlay for traffic safety in the 1960s, yet highway deaths rose to 2,410 in 1968 from 1,609 in 1960. The audit notes two media contracts with Lewis and Gilman Inc. for 1987 88, plus an in house unit, while deaths climbed for eight straight years and rates stayed near four per 100 million miles.
