Use Of Jail For Mental Cases Rapped
ERIE A torrent of complaints about inadequate medical facilities at the county prison and alleged misuse of jail for screening mentally ill patients prompted the prison board to convene reforms. Dr John H Petre criticized the jail as antiquated and a de facto screening site for psychotics, while Warden Jay Sherman cited two patients jailed due to hospital space shortages. The board appointed a medical facilities study committee and restricted mental examinations to DA, warden, or judge orders, with Dr Petre allowed to assess if warranted. Hospital funding pressure and prosecutions for false charges by officials drew stern rebukes from Judge Burton R Laub.
