Lottery Limit Hampers Many Draft Boards
Selective Service officials in 15 states say they will likely miss February draft quotas due to a federal limit on calls beyond lottery number 60. Officials in 16 states and the District of Columbia expect to meet their quotas, while others cannot yet assess. The February ceiling, ordered for the second month of the new lottery system, aims to ensure uniform lottery calls across boards and determine if 19,000 men can be called under the restriction.
