City Council meets for the first time this year as Mayor Philip Zalznecki reads a rebuttal to Councilman Guy Abbey over the hiring of the city’s first meter maid. The mayor says the job was temporary and chosen by the police commission, not the full council.

Gov. Scranton will present the fiscal 1964 65 budget in a joint session of the Pennsylvania General Assembly. Officials say the state revenues will cover a proposed spending rise to about 1.15 to 1.75 billion dollars with no new taxes. Revenue through the first half of the current year surpassed estimates, supporting the administration’s outlook.
East Germany sealed the Berlin wall again ending a 17 day period of joyous family reunions and aparture. A record crowd of more than a quarter million West Berliners visited the Communist zone on the last day of a Christmas visit program. Many waited at checkpoints as the period expired. Police linked two blasts in Ashtabula to labor strife at Molded Fiber Glass Body Co. Investigators found dynamite fragments at a savings loan office and a nearby drive-in, with an Army ordnance officer estimating several sticks exploded. Edward Lajovic, an employee at the plant, was noted in connection with the strike.
