Gelder Back Pay Drawn By State Liquor Panel Chief
The state Justice Department ruled Chairman Frederick T. Gelder of the Liquor Control Board is owed 27000 in back pay, with a 12000 back salary to the widow of late Frank Armstrong. The decision, by Attorney General Frank F. Truscott, cites the board as an arm of the Legislature not bound by a salary-change ban during a term. Gelder, an interim appointee, had earned 10000 since his term expired before 1949 and the panel's salary history dates to 1949. Polio cases also fell, with Allegheny and 14 nearby counties reporting 236 cases and four deaths in 1954 versus 431 and 10 in 1953.
