Harrisburg Feb 26 United Press Governor George Earle’s tax proposals face public airings as House Ways and Means Committee plans hearings between sessions. The two new bills aim to raise revenue with a 9 percent chain store levy and broader taxes on documents and public utilities, including water and steam heating firms.
District Attorney Mortimer E. Gra ham addressed Rotary Club members at the Hotel Corry today. Tokyo reports say Chinese bandits captured Ningchao near Shaanxi province, taking missionary Rev. S. Frencham and his wife Ruth Wheatley Frenchman hostage. Authorities suppressed details. later reports indicate Mrs. Frenchman was killed.
Washington Feb 26 Assistant Secretary of Commerce John Dickinson said efforts to settle patronage disputes between Representative William M Bertii and department officials could allow the reappointment of Richard Copeland of Greensburg Pa to the federal air navigation service. The matter will be presented to Secretary Daniel C G Roper for final decision.
In Pittsburgh on February 26 the government disclosed Andrew W. Mellon still receives all income from at least 30 million dollars tied to a family company, as it pursues 2 million more in taxes. Meanwhile a mumps flareup kept most Washington school students home, with 59 absent and several new cases at Third Ward, while other city schools reported minor impact and quarantines.

Harrisburg Feb 26 The amended minor labor bill moved to final action in the Pennsylvania House after two weeks on the postponed calendar. The sponsor Rep Peter P Reising Beaver amended it to permit newsboys over 14 to work up to 6 1 hours daily with under 16 barred from paper sales before 3 am and after 8 pm. The Pennsylvania Newspaper Publishers Association had sought lowering the minimum age to 12.
Harrisburg February 26 A bill sponsored by Representatives Woodside and Habbysiaw would issue low numbered automobile licenses upon payment of an extra five dollars. The aristocracy of one numbered licenses would include tags with digits from 1 to 908 and other special plates for legislature, judicial, and National Guard use.
Harrisburg February 20 The governor announces a seven member planning commission to coordinate federal Works and Relief projects in Pennsylvania. Cabinet members named include Bastiere Van Dyke Mones Johnson with four non partisan civilians to be added. The panel will evaluate projects with no salaries and prioritize areas of highest unemployment. An advisory board drawn from many counties will supplement the commission.
Lockport, N Y Feb 26 Fire swept the heart of the business district and was brought under control after eight hours of battle. Officials estimate losses around $73,000 as flames fed by strong wind snow and freezing temperatures raged through the streets. Firefighters fought the blaze from dawn until rescue teams secured the area. Suspect foul play is being considered as authorities investigate possible arson in the extensive destruction.
Dallas report on Raymond Hamilton a feared killer and outlaw who escaped custody last July and hid after a Sunday night gun battle. Police believed Hamilton and an unknown companion fled toward Cleburne in a stolen Fort Worth car. Three youths abducted near Cerfin a witness list included L B Harlow Roy Mays and J C Loffice Jr. guards remained at the jail and federal building amid threats Hamilton might free relatives facing charges connected to Bonnie Parker and Clyde Barrow.

Senators McCarran Townsend oppose no vote against the measure while Fair Bellows pushes a march on the capital. Democrats and Republicans show willingness to compromise yet the White House insists on preserving the original policy of shifting unemployed from relief to work projects as President Roosevelt is away from the Capitol.
