Civil Defense Bill Near Passage In Pennsylvania

The Pennsylvania House rushed a civil defense package toward final vote as Gov. Fine’s plan clears, with a death penalty provision for industrial saboteurs when loss of life occurs. The package creates a 12 member State Council of Civil Defense and broad emergency powers, while enabling local financing and mutual aid with other states. Absentee voting provisions for service members also advance for the 1951 primary on July 24.
