MUNSAN Korea Feb 20. Allied and Communist negotiators hit a third hurdle as Reds demand that the Soviet Union be invited as a neutral supervisor for the armistice commission. Allies reject the Russia neutral role while offering to cut top troop levels from 40 000 to 35 000 in the interest of progress. No POW agreement or date for a third staff meeting was announced.
About 9,000 Prudential Insurance agents returned to work as a two year contract starting December 1 was announced after nationwide balloting by the Insurance Agents International AFL. The walkout involved about 15,000 agents with demands for a $12 weekly pay increase and a union shop. Tastead Hay secured an average raise of 0.36 per agent.

Manila Feb 20 Two clashes between Army troops and Communist Huk rebels within 26 miles of Manila left seven dead. An Army patrol killed four rebels near Paddington and one soldier was killed. A band of about 60 Huk insurgents attacked a police constabulary outpost, killing two soldiers.
Republican leaders hailed Robert Ross's narrow victory in Queens as a rebuke to Trumanism. Ross led a four‑way race with 17,300 votes, beating Democrat Hugh Quinn while Liberal George Cranmore and American Labor candidate Thelma Bearmad trailed.
