Mayor J. Fred Kinley told City Council that a waiting system by meters wastes patrol time and leads to loopholes. The police chief and department agree to end the practice and begin issuing tickets to violators, with a one week notice starting February 24.
City council proceeded with a shortened one and a half hour session as only three councilmen could attend. Storm disruptions caused delivery trucks, fire calls, and hospital transport needs to strain services while trains and phone lines faced delays. Dublin port closed by a 1,000 dockers strike in an interunion dispute.
Two groups suffered in yesterday’s storm. The Journals newspaper carrier team showed resilience with no reported interruptions to delivering papers. The storm disrupted mail and distribution efforts, but carriers adapted to continue service.
Soviet Premier Bulganin is likely to ignore Eisenhower's advice and keep sending public letters. If he does, the president would answer in kind, intensifying a propaganda battle. A crash about 10 a.m. one mile south of Wattsburg on Route 89 involved a car driven by Richard J. Mennie, 28, Erie, another car driven by Dallas Wise, 57, Erie, and a truck driven by Frank Sector, 34, Erie. Mennie suffered knee and facial injuries and was taken to Stern Memorial Hospital in Union City. The collision caused about $950 in damage to all three vehicles after Wise hit a snowdrift. Sector arrived after the crash to find the scene and could not stop in time to avoid the others.
President Eisenhower nominated D. Malcolm Anderson of Pittsburgh for the Justice Department post. Anderson, 1 year head of the criminal division, has been U.S. Attorney for the Western Pennsylvania district since 1955. He is a native of New Eagle, son of Washington County Judge Dwight Anderson, and would succeed Warren Olney III as administrator of the federal court system.
Mrs. Mary Nagy, 82, was found dead yesterday in her unheated Parrell home after neighbors reported they had not seen her. Police forced the door and discovered the body.
Severe subfreezing temperatures and fierce winds hinder relief operations across Penmaynyun. Twenty five deaths reported in 12 hours as snowdrifts clog highways and marooned families seek aid. State Highways officials towed by snowplows while helicopters deploy to reach isolated towns and a frozen bay to deliver food and medicine.
Corry residents faced the worst winter conditions in 25 years with heavy drifting and closed roads. Schools across Corry Public, parochial, and nearby districts including Columbus, Spartansburg, Union City, and Wattsburg canceled classes as of tomorrow. State Police urged residents to stay home. temps plunged to near minus three with little chance of a warmup, and forecasts predicted a slow recovery with continued travel disruptions.

Eight school pupils trapped by heavy snow spent the night at the Archie Bishop home on Gerry Beaverdam road in Beaverdam. Bus drivers Don Knapp and William McCray, with help from Merrill Wade and an oil-field bulldozer, battled five to six foot drifts. By daylight a plow from the Pennsylvania Highways Department opened a path enough for the children to walk home as crews cleared the road for bus service to resume.
