Ray Shepard Receives Carnegie Medal Cash Award

Attorney Robl J Osborne, acting for Ray Shepard of Columbia, received a Carnegie Hero Fund cash award today for a rescue of Paul Phelps. The medal and funds were awarded after a two year-old incident. Most of the money will cover the first payments on a firm five miles east of the city where Shepard resides. The Carnegie medal had been received earlier.
