Fewer Youths Held More On Probation In Chautauqua County
Chautauqua County probation director Carmelo J. Basile reports a four year drop in juveniles sent to institutions. In 1962 eight percent of convicted youths were institutionalized, while in 1967 eleven boys and two girls were committed with 91 percent placed on probation. Costly state training centers exceed 6700 dollars per juvenile yearly. Nine of 100 investigated in county court were aged 18 or younger. Youths 13 to 18 accounted for over 70 percent of probes by probation staff. Basile cites low wages driving officer turnover at 5895 to 7163 dollars annually, hampering county operations.
