Soviet Premier Nikita Khrushchev begins a four nation peace and friendship tour with a visit to New Delhi. He tells parliament disputes should be settled by negotiations and peaceful coexistence as crowds of about 250 000 greet him, smaller than Eisenhower reception crowds.
Paris AP reports President Charles de Gaulle ordered the army in Algeria confined to its core task and restored political power to civilian leaders. De Gaulle’s cabinet abolished the army's psychological warfare branch, dissolved Algeria’s territorial home guard, and shifted police control from the military to regional civilian governors as part of a broader push to quell uprisings and move toward a free nationwide vote on Algeria’s future.
Dutch radio operator Wil Jam Van Rie faces trial in Boston on charges of killing Lynn Kauffman during a shipboard romance voyage from Singapore to New York. Prosecutors say she was dumped overboard near Boston after the Utrecht departed, with the state unable to name a weapon or instrument used. Gronchi ends USSR visit in Moscow as Italy plans Rome return after five days of talks with Khrushchev on summit questions and trade and cultural ties.
The US atomic submarine Sargo broke through Arctic ice and planted a flag at the North Pole to mark Hawaii, its home state. The sub, after leaving Pearl Harbor January 14, followed a 4200 nautical mile voyage to the pole, joining Nautilus and Skate in Arctic exploration. The mission emphasized American nuclear subs’ reach and collected oceanographic data.
In Harrisburg two high schools were targeted by bomb threats over two days. William Penn High had a false alarm after a caller warned of a bomb. John Harris High evacuated 1400 students following a separate call. A hand grenade found at a distant excavation prompted police and Army demolition teams to investigate, with no clear origin or device recovered.
Scene in Pittsburgh as a man received two to four months in jail for beating his 18 month old son while laboring under a charged murder panel. Judge Thomas M. Marshall declared no sympathy for baby beaters and insisted on accountability despite public outrage.

Nelson A. Rockefeller of New York described Richard M. Nixon as clear and forthright while noting Nixon’s warning to Republicans to avoid smugness. Rockefeller avoided predicting a Nixon presidency and instead focused on surveying Democratic contenders, listing Symington Humprey Johnson Kennedy and others as possible 1960 rivals.
The storm sweeping the Midwest lowers temperatures to the forties and highs in the thirties with night lows near the twenties. Skiers report lighter-than-usual snowfall, with about a half inch of rain converting to slush in some areas. The U S Weather Bureau notes the system extending into northwestern Pennsylvania, bringing flurries but no severe weather expected.
A 9 year old Erie boy was swept miles through a storm sewer and into the bay before being rescued. He was carried for about a half hour in 33 degree water, then washed ashore near Wallace Street. A sewage plant worker, John Grochulski, leaped into the water and held the boy's head above water for 15 minutes until help arrived. Doctors monitor the boy at Hamot Hospital for possible effects of the freezing ordeal. Police describe the incident as incredible and almost unbelievable.
Havana AP report says a Cuban military court found 114 defendants guilty of conspiring to overthrow Fidel Castro in a plot allegedly masterminded by a Dominican general. Sentences ranged from 3 to 30 years. 36 were acquitted. The case arose after a Trinidad battle in central Cuba last August when plans from the Dominican Republic were said to be involved. Two Castro soldiers died in the clash.
An Indiana crash killed Stephen Binz II of Cherry Tree and his 4 year old son Stephen Jey when their car struck a tractor and power shovel on Route 8 near Ludington. Truck driver Thomas F. Winterhead of Philipsburg was unhurt.
President Eisenhower announced a new four point U S plan for international nuclear test restrictions aimed at breaking the deadlock with Russia. The plan would exempt low power underground tests and would be introduced immediately at Geneva where the United States, Russia and Britain have negotiated a test ban for more than 15 months. The president said the proposal would end forthwith under assured controls the Ballowine types of explosion, and outlines atmospherical tests as prohibited.
President Eisenhower dismissed Khrushchev’s claim that Russia’s flag on the moon proves communism’s superiority as crazy. He acknowledged Russian space feats but urged Americans not to overreact while outlining proposed limits on nuclear tests and a path toward Geneva talks.
Corry Area rugn, Seno, hosted 26 junior and senior high school principals for a meeting of the Northwestern Pennsylvanian District Principals Association. The session split into two groups to discuss curriculum challenges. Joseph Passaro led the senior high group and Henry Power led the junior high group. Officials lunched with local principals at CAMS cafeteria. The next gathering will be in Meadville on April 20.
