Washington AP The House pressed toward a final civil rights vote as Rep Howard W Smith warned that delaying tactics could follow if leadership speeds the bill. Minority Leader Halleck sought noon sessions and a Saturday vote while Williams blocked early action. Smith warned of unpleasant consequences if debate cutting moves were forced. Police say a sniper may have killed newlywed Navy Radioman Johnny Swindle and his wife Joyce near a cliffside stretch of beach in San Diego. The couple, married January 18 in Jasper, Alabama, were found by a passerby after five shots fired from a cliff ledge. Investigators noted a Valentine candy box at the scene and questioned whether robbery or a thrill killing was the motive, while considering the possibility the couple knew the shooter.

Nick J Italiano 21 of Sheffield and Kenneth Shall 23 of McDonald received jail terms for involuntary manslaughter and drag racing after a fatal October 2 1962 crash on Oakdale road North Fayette Township. Italiano plus Shall pleaded guilty to drag racing with Italiano convicted on manslaughter in a non jury trial. Robert F B Klear 22 of Collier Township was killed in the crash. Judge James A Reilly imposed costs and fines.
A heavy snow squall left Corry and surrounding areas icy and hazardous with near zero visibility. Six automobile crashes occurred as streets hardened into compacted ice. Total city damage estimated at 310 dollars, area crashes 1525 dollars. One crash involved Howard Munsee and funeral procession member Donald Amy. No injuries reported.
