Navy investigators attributed Vanguard rocket trouble to wiring faults with moisture seepage and vibration possible causes. An Air Force expert noted broken circuitry hindered gyros from correcting abnormal motions, suggesting moisture or vibration disrupted circuits.
The House Appropriations Committee rejected a White House request for 750000 to fund the six member Civil Rights Commission. The panel approved the rest of Eisenhower’s resolutions totaling 43400000 to finance unemployment payments for veterans and former federal workers. The committee deferred action on the Civil Rights Commission funds, citing lack of a formal director and staff, and sent two related bills to the House floor for a Monday vote. The Central Labor Union elected officers for the coming year at the annual meeting held in the union hall on South Center Street. Patsey Notte was named president with Frank Karkoski as vice president Newell Beckwith recording secretary and Thomas McKetn treasurer. Commissioner Francis BR Smith says a decision on a proposed 24 percent Blue Cross rate hike may be ready in three to four weeks after six days of hearings. The $6 million request could affect more than half of Blue Cross' two million subscribers in western Pennsylvania. The hike targets the 21-90 contract covering full hospitalization for 21 days and half the cost for an additional 90 days each year.

Trooper Anthony Martin said the truck involved may have skidded on snow before veering into the path of a tractor trailer driven by Michael Marmonte 33 of Conshohocken. The driver of the truck was injured.
