The James administration proposed a two year relief appropriation of 950000 for the next decade, while Democratic House Leader Imailkdiately offered a bill to provide 210000000 for the same period. Governor James said defense and industry upswing could cut relief to about 5000000 monthly in the next biennium, arguing the rearmament effect is just beginning to be felt. Rep Leo A Achlerman criticized the budget as "short changed" and proposed a monthly public assistance total just under 10000000. The governor cited 208410000 as the total 1939 41 relief cost, noting WPA and general assistance caseloads are less than half a year ago. He warned against over optimism but suggested 5000000 monthly as prudent if defense gains continue.
