In our opinion Applause overdue for the city streets department. The crew handled a monumental exam ple during removal operations and kept streets usable under tough conditions. Bouquets for the department's work amid insurmountable challenges.
Official weather observer Paula Mountain reports a moderation in frigid conditions today but temperatures remain far from balmy. Another seven inches of snow fell yesterday and last night on the Corry area as the mercury edged upward briefly.
Mrs Mountain reports 27 inches of snow on the ground and a winter total above 140 inches. Midmorning city thermometers read 20 degrees and a warming trend is expected today and tomorrow with mid 20s possible. Road crews hope for better passability as temperatures moderate. The Public Utility Commission orders gas heated schools in Erie Crawford Warren Counties closed for the rest of the week, seven days lost, as electric heated schools face similar disruption. Dr Kenneth Frantz notes uniform school openings would ease the disruption.
National Fuel Gas Company reports an 80 percent rise in earnings per share for the final quarter of 1976, to 1.84 dollars, with annual per-share earnings at 4.41 dollars. Erie operations VP William J. Hill cites higher sales and a November rate increase as factors.
Thirty Ohio River tows freed from surface ice began moving upstream near Lock 51, but hydraulic troubles at Lock 1 near Galconda Mt halted further locking. Army Corps spokesman Martin Pedigo noted quarter earnings will be hurt by curtailments. National Fuel Enterprises reports 1976 three month revenues of 155.71 million versus 105.26 million in 1975 amid colder than normal weather boosting sales by about 26 percent.
Corry Senior Citizens' Center stayed open delivering hot meals amid a blizzard. Meals on Wheels continued with two to three day provisions. volunteers scarce as snow and cold constrain routes. Snowmobile theft investigated as conditions hinder patrols. GECAC coordinates emergency food and energy aid for dozens of county seniors.
Gov. Milton Shapp warned of potential spring flooding in Pennsylvania and urged purchase of federally subsidized flood insurance. He cited ice and rising rivers since 1996, noted Civil Defense monitoring, and explained costs with a $35 000 home insured for 87.50 annually and contents for 35. About 130 of 2 800 communities in flood plains are not in the program. Simultaneously gas shortages force about 20 percent of schools to stay closed or operate in 55 degree classrooms, with 934 of 5 200 schools affected. Columbia Gas restricts gas to many districts, prompting possible shortened weeks, later starts, or shifts to conserve heat. Some districts plan moving students, shutting showers, pools, and cafeterias, as hot water and other services are limited.
The Bureau of Employment security office faced a flood of unemployment checks as Corry area residents, shut in by weather, lined up for benefits. Officials report 109 applications were filed by close of business last Friday, with Warren and Erie also scheduling special hours to manage overflow.
Members of Local 1097 IAMAW will meet Friday at noon in the Corry Jamestown plant to vote on a company plan to cut the workweek to four days ten hours per day. The plan is billed as an energy saving measure and would be used in area industries. Company officials were unavailable for comment.
Washington Congress leaders aim for final approval of President Carter's emergency natural gas bill before his televised fireside chat. The House and Senate passed rival versions, a conference panel reconciled differences, and expected approval looms. The measure allows gas allocation through April 30 to avert shortages amid winter, with intrastate gas exempt from federal price controls and interstate prices capped by an amendment.
