Gov. Shapp plans to hand his $2 billion income tax bill to Democratic leaders in Harrisburg with instructions to push it through. The package would reduce corporate taxes, end sales tax exemptions for some manufacturers, and offer credits for the poor while removing sales tax from consumer items. The measure aims to raise about $2 billion in 18 months starting Jan 1, 1971, offset by reforms and cuts.
