The piece cites Nathaniel Petter’s Harper’s Magazine essay arguing imperial expansion has not paid. It notes Italy's 1880s to 1900s colonial efforts with only 8,000 Italians in Africa, Germany’s 1900s colonies with 22,000 settlers, Japan’s 1930s settlement lack, and concludes white emigration now favors habitable lands like the United States over new colonies.
