Washington AP The Pay Board weighs several aerospace contracts proposing a 12 percent first year raise. New rules limit increases to about 7 percent under normal circumstances, with most contracts not to exceed 6.6 percent yearly. The UAW and IAM units for North American Rockwell Boeing Lockheed Martin McDonnell Douglas United Aircraft and LTV Aerospace are under review. The UAW argues 31 cents of the raise is cost of living catch-up from 1968, while the rest fits guidelines. Some insiders fear not cutting to 7 percent may hurt public confidence. An elderly Union City couple, Mr. and Mrs. Archie Thomas of 43 Prospect Street, were robbed and beaten in their home early today. They were admitted to Union City Memorial Hospital in good condition. Thomas sustained minor injuries.

Mullen will scrutinize the medical assistance program, mental health grants, nursing home funding, and institutions for the mentally retarded.
Washington AP reports that a weekend accord by ten wealthy non Communist nations effectively ends the pledge to honor foreign dollar claims with gold. Dollars remain the main exchange, while concerns over convertibility persist as SDRs may later supplant gold.
In Bermuda Nixon and Heath wrap five hour talks aiming at tacit agreement to disagree on certain foreign policy elements while pressing cooperation on aid for Bengalis and on moving toward realigned monetary and trade systems. The two announce removal of the 10 percent import surcharge and expansion of generalized trade preferences to developing nations.
Union City residents were hospitalized after a two-vehicle collision on Route 97 two miles south of the borough at 5:55 p.m. Harold Tilford, 48, was kept for observation. Roy J. Gocal Jr., 16, and Jody Bayle, 17, were reported in good condition. Fog obscured the center line, causing the head-on crash with damages of $300 and $600 respectively.
