CAPE CANAVERAL AP The United States failed for the fifth straight time to place a satellite around the moon when a giant Atlas-Able rocket exploded after liftoff causing a $40 million loss. The blast halted the moon shot program for months as NASA weighs more powerful rockets expected next summer. The craft carried instruments for an unprecedented study of the moon’s environment. the booster rose smoothly for 70 seconds before a violent lurch and fireball over the Atlantic. Recovery efforts will be attempted for mission components as officials investigate the failure. The blast leaves the United States trailing the Soviet Union in space exploration. In Dehra Dun India Roy SLAEN, widow of N H Roy, founder of the Radical Humanist Movement, was slain in her home, reported yesterday.
