Last night the Corry City Council rolled back one mill of a proposed two mill city tax hike and directed the finance director to start annual tax sales for back taxes from 1975 and earlier. The move creates revenue to fund the mill cut, with about 26 000 dollars per mill, and marks a new precedent for tax policy amid debate over expenditures. Council members Pred Schwab and William Halfast voted against the two mill increase, and Halfast’s unexpected no vote helped spur the tax-sale plan amid newspaper pressure.

Last night Robert Joy of Wayne Township was re elected to a third term as board president of the Carry Area School District after four ballots failed to reach the five vote requirement. Joel Alsdorf of Sparta Township withdrew his name opening the fifth ballot. William Helmintoller was elected vice president. the treasurer and secretary positions will be filled at year end. Roger Lansberry remains treasurer and Mrs. Margaret Morrow remains secretary.
City Council votes to accept a four year curbside garbage pickup contract with Erie Disposal Co totaling 493000. The bid was the only one submitted and will cover weekly pickup for four years while excluding certain disabled residents who cannot move trash to the curb.
In Philadelphia, a literacy assessment of 13,088 public high school seniors found 9.2 percent failed to fill a job application and 8.3 percent did not know meanings of words like deposit and credit. About 19.5 percent could not complete the forms, while 7.2 percent could not gerd a newspaper. The district reported 90 percent passed and Superintendent Michael Marcuse said the test showed the problem is not as large as critics claim. The test, The Assessment of Functional Literacy, was conducted in October across 23 high schools.
DETROIT AP The federal decision not to require air bags in new cars draws praise from GM Ford and Chrysler while Ralph Nader calls it dangerous. Transportation Secretary Coleman delays mandatory passive restraints until 1981 at the earliest citing public opposition. Coleman plans a demonstration program in 1979 and 1980 with 250000 cars per year and urges auto makers to participate or risk action by Congress.
The Journal argues a $493,000 four year curbside pickup contract is costly at about $123,250 per year, equating to 4.75 mills of property taxes. It proposes using city borrowing to buy equipment and leasing it to a private operator via competitive bid.
