President Nixon proposes a New Federalism moving tax dollars and job programs from Washington to states while nationalizing welfare. He calls for a $1,600 annual federal income guarantee for a four person family with supplements to $3,920 if earnings allow work. The plan would replace Aid to Dependent Children, expand the working poor subsidy, and boost federal welfare by about $4 billion yearly, expanding recipients to roughly 22.4 million. He also seeks to shift $1 billion yearly manpower programs to state and local authorities and add $660 million to broaden job programs.

France Devalues Franc To Aid Failing Economy

France slashed the franc by 12 percent in a bid to shore up a deteriorating economy. The move, announced by Finance Minister Valery Giscard dEstaing after a cabinet meeting called by President Pompidou, lowers the franc to 17.0 cents in US currency and raises the dollar to 5.55419 francs. The government warned that unless acted, France faced near zero real reserves and rising unemployment. The devaluation, effective Monday, aims to boost French goods abroad while making imports more expensive, potentially pressuring the dollar, pound, and mark.
