Nixon Proposes Federalism Welfare Overhaul and Income Aid
President Nixon unveils a New Federalism plan to shift tax dollars and job programs to states while nationalizing welfare. A $1,600 annual income guarantee for a four person family plus earnings supplements would replace aid to dependent children, expand the working poor program, and add about $4 billion yearly to the welfare bill, boosting recipients to about 22.4 million. The plan also envisions phasing a $1 billion annual manpower program to state and local control and additional funds to expand jobs.

France stunned markets by devaluing the franc by 12 percent effective Monday, lowering the franc to 17 U.S. cents and boosting dollar value to 5.85419 francs. Finance Minister Giscard d Estaing warned that without action reserves would go negative and unemployment could rise. The move, announced after a cabinet meeting with President Pompidou, drew mixed reactions from governments and market experts and may hit franc-pegged nations first. Only eight officials knew of the plan before July 16.
