YOUNGSVILLE The borough Planning commission received word from Cyr Wild of the State Department of Highways that a relocation of Route 6 between Warren and Youngsville is in planning, with funds limited to moving the highway to the east boundary of Youngsville. A traffic study at Warren is planned for Summer 1961 to mesh with a Warren by pass.
Heavy snow delays trout stocking as crews rush to complete the season by opening day April 18. Lillie reports about 209000 fish will be released across Brook trout streams in Cragefea county with stock occurring at 8000 daily in fitful weather and rough roads.

The Senate moved its civil rights bill toward a vote after eight weeks of debate. A Southern senator opposed a provision granting provisional registration for Negroes not yet acted on, arguing it advantaged Black registrants. The bill, amended to address those concerns, returns to the House for possible action.
Jamestown High School students approved a counsel drafted Ten Commandments for good behavior by an overwhelming vote 949 to 286. The rules, created spring 1959 under Anthony Lopriere, urge respect for others, neat appearance, school laws, honesty, courtesy, safe driving, worship, independent thinking, and choosing companions wisely.
A white boxer dog missing since Wednesday bit a year old boy on Gould Street before fleeing. Police traced the animal less than a block from the Wells home and brought it to the station. Mrs. William White identified the dog as her missing pet and officers advised keeping it fed for 19 days.

In a civil court, Duane Troyer owner and Russell Warner driver faced a $750 fee for overweight on a March 16 near Girard. Judge Esther Meeter levied the fine while Warner appealed. The case hinged on allegations of excess load and questionable weight deposits.

A University of Rochester professor, Charles J. Goebel, 29, was found guilty of manslaughter in the death of Michael Sorce, 6. Prosecutors said Goebel threw the boy to the ground, causing a fatal eye and brain injury after an earlier confrontation with Goebel’s son. Sentencing set for tomorrow with potential 74 to 16 years in prison and a $1000 fine. The university backs Goebel pending final disposition.
Eight graders travel to Erie for the Erie Time News Spelling Bee. The event, televised on WSEE Channel 45 at 4:26 PM, features local eighth grade champions Harold Wolfe says the quartet and alternates are ready. Scheduled spellers include Jerry Kennedy Richard Neylon Durren Shepard Linda Turbet with Lance Pledger as alternate.
